Urban Issues

The GMA requires that all counties planning under the GMA first designate resource lands for protection, then to identify urban growth areas around existing cities where 85 percent of the county’s population should live, and the remaining land will be designated rural land.  Urban land designations and zoning provides for a wide range of uses, and it is expected that urban growth areas will eventually be annexed into the corresponding cities.
